From FAQ:

I'm using OpenJAUS v3.3.0b. Same thing that above, no support for periodic events???
So if I want to send query from my component to subsystem commander, let's say in rate 10 Hz, I have to use service connection.

In short, yes. OpenJAUS 3.3.0b does not add any functionality for periodic events. The Service Connection mechanism is still the methodology to establish a periodic report message between components.
